    Users can't open .xls file

One of our users created a file using 2007, and saved as .xls. When others try opening the file, in 2007 the message is:

    Access Denied. Contact your administrator

    In 2003, the message is:

Excel cannott access 'filename.xls'. The document may be read-only or encrypted.

I think he was messing with restrictions on the file so he could prevent users from saving over the original. He's convinced he's backed everything out to no restrictions again, but is still having problems.

As part of my testing, I was unable to rename or even copy the file, even though I have owner rights to the folder it's stored in.

Any ideas before I end up driving to the guy's office to help him?
